One is to cultivate new characteristics in the development of marine economy. Strengthen the guarantee of sea use factors, promote industries such as aquaculture and wind power to move from offshore to deep offshore, and promote the transformation of sea use patterns from flat to three-dimensional and composite utilization. In 2023, the number and area of newly approved sea use projects nationwide will increase by 47% and 26.6% respectively compared to 2022. The gross domestic product of the ocean in 2023 is 9.9 trillion yuan, and in the first half of this year, the gross domestic product of the ocean has reached 4.9 trillion yuan, a year-on-year increase of 5.6%.

Secondly, new progress has been made in marine ecological protection and restoration. We have organized and implemented a series of major marine ecological protection and restoration projects, including the "Blue Bay" rectification action, the comprehensive management of Bohai Sea, ecological restoration, coastal zone protection and restoration, and mangrove protection and restoration.

The third is to achieve new breakthroughs in marine technology innovation. We have promoted the establishment of the Laoshan National Laboratory and built four national marine comprehensive test sites according to the layout of "shallow sea+deep sea". Multiple breakthroughs have been made in key core technologies in the marine field, and the "Dream" drilling and production vessel has successfully completed its first trial voyage. The Jiaolong submersible is conducting joint scientific expeditions and sharing achievements with multiple countries.

The fourth is to expand new areas of ocean cooperation and governance. The Chinese Committee for the United Nations Decade of Ocean Science was established. We have organized a series of major international cooperation events in the marine field, such as the Global Coastal Forum. The China Ocean Economy Expo has become an internationally influential platform for communication. The Qinling Station, which was completed and put into use this year, is the fifth and first Antarctic research station in China to face the Pacific Ocean. Actively participate in the negotiation process of international seabed mineral resource development regulations. We have also signed an agreement on the conservation and sustainable use of marine biodiversity beyond national jurisdiction, known as the BBNJ Agreement.
