Recently, the "Three Year Action Plan for Building Guangzhou International Shipping Hub (2024-2026)" (hereinafter referred to as the "Three Year Action Plan") was officially issued with the approval of the Guangzhou Municipal Party Committee and Government. The "Three Year Action Plan" proposes 31 tasks and 4 safeguard measures from eight aspects, including improving the level of international shipping hubs and enhancing the comprehensive service capabilities of ports, to promote the construction of Guangzhou Port Economic Zone, accelerate the cultivation of new quality productivity in port and shipping, continuously enhance the configuration capacity of shipping hubs, and enhance and consolidate the core position of Guangzhou Port in the comprehensive transportation system and shipping service functions.

Multiple indicators of Guangzhou Port have reached the forefront of the world and the country. The cargo throughput of Guangzhou Port has increased from 636 million tons in 2020 to 675 million tons in 2023, ranking fifth in the world; The container throughput has increased from 23.51 million TEUs in 2020 to 25.41 million TEUs in 2023, ranking 6th in the world. By the end of 2023, Guangzhou will have 55 international friendly ports, ranking first in the country.

At the same time, there were 268 container shipping routes and 42 new foreign trade liner shipping routes added in three years; The main port areas of Guangzhou Port have all achieved railway access, with 37 trains operating. By 2023, the sea rail intermodal transport volume will reach 436000 TEUs, doubling in three years.

The above-mentioned Three Year Action Plan proposes to strengthen international cooperation in all aspects. Among them, in terms of strengthening international cooperation, emphasis will be placed on participating in the formulation of standard rules, strengthening cooperation with international shipping alliances and liner companies, and encouraging international shipping alliances and domestic and foreign liner companies to develop international transit business in Nansha Port Area.

Guangzhou Port plans to comprehensively strengthen cooperation with Hong Kong and Macao, and accelerate the construction of an international shipping functional carrier area in the Greater Bay Area. Enhance the level of port services, improve the application function of the "single window" for international trade, expand the connection and cooperation with Hong Kong and Macao in information sharing, business supervision, etc., actively explore foreign trade liner routes, and expand the coverage of the "Bay Area One Port Connect" for exports. To further deepen the interconnectivity of port and shipping infrastructure in the Guangdong Hong Kong Macao Greater Bay Area, the "Three Year Action Plan" proposes to complete the preliminary work of the Nansha Port Phase V project and the Guangzhou Port 200000 ton waterway project, and start construction as soon as possible. Promote the construction of Nansha Port International General Terminal, Guangdong Intelligent Unmanned System Research Institute General Assembly Base Supporting Terminal, Nansha Port Grain and General Terminal Silo Phase III, and Nansha International Port and Shipping Center Project.
