Shanghai Port officially implements the "shore power electronic handover form" system to facilitate paperless operation of ships and ports

Replacing traditional fuel power generation with shore power after the ship docks can achieve zero emissions of air pollutants during the docking period, and has good ecological and environmental benefits. Starting from January 1, 2024, Shanghai Port will fully implement the "shore power electronic handover form" system.


On January 18th, Baoshan Maritime Safety Bureau, in conjunction with the 19th Brigade of the Enforcement Corps of the Municipal Transportation Commission, went to Baosteel Terminal to carry out on-site promotion of the "shore power electronic handover form" system. They answered the questions encountered by both the ship and the shore during the process of filling out the electronic handover form, explained the requirements of shore power related clauses in the newly revised Marine Environment Protection Law, and learned about the recent use and existing problems of shore power facilities.


Ships berthing at the port can search for the "Shanghai shore power" mini program on WeChat, and click to enter to view the configuration of all shore power facilities in Shanghai Port. Ships berthing at berths with shore power supply capacity or their agents can apply for shore power use or fill in the specific reasons for not using shore power through the "Shanghai shore power" WeChat mini program. After receiving the shore power use application, the terminal will prepare in advance for power connection.


The trial implementation of the "shore power electronic handover form" system will help to overcome the current bottlenecks in the use of shore power on ships, optimize the renovation and construction of port shore power facilities, and improve the adaptability of docking ships to electricity. Subsequently, the maritime department and the law enforcement department of the Transportation Commission will focus on supervising ships and docks with lower shore power usage rates.


It is reported that from January to November 2023, various docks and berths in Shanghai used 43416 shore power, with a time of 505476 hours and a power consumption of 22.54 million kilowatt hours. The electricity consumption increased by 214% compared to the whole year of 2022. Among them, the usage of shore power in container terminal berths reached 13.37 million kilowatt hours, an increase of 431% compared to the full year of 2022.
